Im using:
air attune
Lighting bolt
Lighting strike
lighting orb

soul feast

Im at lvl 14

level to 20 first otherwise its the air spiking build really except soul feast, that seems out of place
If this is a PvP build u hopefully wont be attked to much, especially if u have a warrior or any kind of tank in your party, and if u have a monk you should survive long enough
propbably add res sig for PvP

You do NOT want to use that wand as your main weapon, EVER.

Switch to it only when you're out of energy and you're desperate. Like AFTER you die and are rezzed. Don't die holding it. In fact, if you have to die try to remember to switch to a weapon set that's empty (not that I ever remember that ...).

In PvE, Soul Feast is a great self heal for the amount of attribute points spent, and it's an area that the elementalist class as a core does not excel. Of course he would ditch it in PvP... right? >.>;
For now I think it's fine though.

I have made a few threads on E/N buiilds, and the community pretty much shuns the thought of using necro powers with ele primary,mostly when using bodies that an MM would need.

In PvP, it is a Air Spiker build, but the soul feast is the issue.

[skill=big]Soul Feast[/skill]

The effectiveness of this necro power is not the question, but the question is where is your res?

If this is AB, then you have no problem. If this is PvE/PvP/GvG/TA/RA/HA, then ...you have a problem.

If you have a 9 in ES, then you have an energy pool of at or around 70 mana. Your energy is defintely going to take a hit with your current skill bar without the attunement, so it must stay. Also, without a sup rune on the air headpiece, you are drastically underpowered. Your spike is just flashy.

Get your Air att to 16, or you wont kill harder targets, and you can't take soft targets with self heals as fast as you should.

And,as said previously, ditch that wand. It is only good for the extra energy, but the 4 pips may prove better in a long lasting fight. Get a new wand with similar stats,and you may fare better.
